NEW PRESIDENT SWINGS NEW GAVEL: George W. Sallade, newly elected president of Ann Arbor's City Council, gets the first meeting of the new council underway by rapping for order with a brand new gavel. The old gavel was presented to Cecil O. Creal at a civic banquet in his honor shortly before his retirement as council president. Creal served in the post for eight years.
