Professor Praises Manpower Program
Manpower Development and Training Program contributions have exceeded their costs by a margin which not only merits support but justifies expansion, a well known scientist maintains.
Prof. Garth L. Mangum explains the strengths and weaknesses of the Manpower Development and Training Act (MDTA) in “Contributions and Costs of Manpower Development and Training,” published as Policy Paper No. 5 by the Institute of Labor and Industrial Relations, University of Michigan and Wayne State University. Mangum is a professor at George Washington University.
