Mona H. Bailey, national president of Delta Sigma-Theta sorority, will be the keynote speaker at a Founder's Day program here Sunday.

Her appearance will be sponsored by the Ann Arbor alumnae chapter. Bailey is state superintendent of the division of special and equal education programs in Washington state.

The local chapter will host a luncheon at 1 p.m. Sunday at Win Schuler’s restaurant. Delta Sigma Theta, with 100,000 members nationwide, is a public service organization with the current theme: “Delta’s Impact on the 80s: Black Youth and Black Women.” On April 24 and 25, the sorority will hold a National Black Youth Conference in Detroit.
