Here is the fix for that:
Registry fix for Wacom Photoshop problems after Spring 2018 Windows update
From a CMD window, run the following command

reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f

One thing to note: You won't be bringing this home on your bike. Park close when it is time to pick it up--it is pretty large and the protective case does its job, but it is somewhat heavy.
