Washington Citv, March 25.- After devoting about a week thereto Governor Nicholls, of Louisiana, has at last replied to Secretary Blaine's communication relative to the massacre of the eleven Italans in the New Orleans jail. After giving his interpretation of the seeretary's communication at some length to the effect that the said communication mcaut what it saiil, and reciting tbe substance of the telegram sent immediately in reply, the governor proceeds to intímate that it is none of the federal government's business in the following terms: "A week has passed since the date of my dispatch, and the opinión then entertained as to the termiuatioü of the trouble bas proved to have been well founded. The men killed, as I have stated, were confiued in prison, under indictments found in the criminal district court for the parish of Orleans; the sheriff had made his return of the facts to that court; the judge thereof has charged the grand jury now in session in regard to the matter, and the whole subject is, I assume, uow under investigation by that body. I am satisfied that most of the persons killed were American citizens, but it probable that two or three were Italian snbjects." Iteferred to Baron Fuva. The letter is dated March 21, and frora Baton Kouge, tlie state capital, but was evidently written at New Orleans, as the governor writes of "this" city instead oí "that" city. Secretary Blaine sent to Baron Fava, the Italian minister, a copy of the letter. The next move must be made by Baron Fava, as the United States is powerless to do anything in the matter while the action of the avengers is being investigated by the New Orleans grand jury. Delayed action or failure to hold any persons responsible for the killing may decide Baron Fava to take active means to bring about some settlement satisfactory to the Italian government. He will probably receive advices by cable within a day or two from Rome as to what course he shall pursue.
