Davis that requi;ition-i from Hulkeley should be igDored'Oa the rouuil that Bulkeley is a nsiirper. The ivquisition ai-rived yesterdav and at once gave rise to the questiou: "Woukl his excellency recognize Bulkeley bs 1,'ovprnor?" Considering that Gov. HUI, of New York, had refuaed to acküowledKe Bulkeley or hold auy official intercourse with hiui, the point was one of delicacy. Bulkeley Has the Seal. To a United Press reporter Governor Davis said: "It seems to me I have a clear coure. The official document bears the seals of the state of Couuecticut. The opinión prevaiis that Mr. Bulkeley is not the lawful governor, but who is to decide? My personal opinión is that Morris is the lawful governor, and if his signatura with the official seal were attacued to these p.ipers, I should not hesitate to surrender Garnett. As Bulketey is in possession of the seals, Buikeley is the governor de facto, and I do not feel that I fan properly decline to recognize him as the executive; so I have made up my mind to recoguize the validity of the papers. 1 am dow sending th-j requisition papers to the attorney general to see if they are all right"
