Michigan will select its presidential electors in 1892 by congressional districts. In all probability Washtenaw, Livingston, Ingham, Oakland and Genesee counties will elect a presidential elector and he will be a democrat. The Register and Times are both much vexed because the printing of official proceedings of the council and board of public works was awarded to the Courier and Argus, and take considerable space to teil the public how sore they feel. Both papers will confess that the city will not pay the two papers more than the actual cost of putting the proceedings in type and transferring the type to the columns of {he papers. If there is any object in publishing the proceedings at all, it is that the public may be fully and completely informed of what those, they have elected, do. Certainly the constituents of the aldermen of both the great parties have a better opportunity of seeing what is done by publishing the proceedings in the leading democratie and leading republican papers. The Times wanted to print the proceeding "to give itself standing." The council has done better to select papers which already have a good standing rather than to bolster up a paper which confessedly has that standing to gain. The Argus will receive 20 cents per thousand ems for printing the proceedings. The Courier will receive 20 cents. The Times bid 22 cents. The Register 38 cents. The council settled the printing in a way to get the most for their money. The Mysterious Key?
