Mann, Wines, Herz, Martin, Allmendinger, Fillmore, Ferguson, Taylor, Rehberg, Hall, Kitson, President Cooley. Absent, None. Aid. Wines moved that we proceed to business under the oíd rules for this meeting. Carried. To the Cornnwn Council: The petition of Messrs. Gruner, Cheever and Treadwell, which your Honorable Board referred to this Board, asking permission to build two frame dwellings on corner Main and William sts., would respectfully report that we have had the matter under careful consideration, and would recommend that the request asked for be granted. By order of Board of Fire Commissioners. W. J. Miller, Clerk. Received and placed on file. A petition signed by four hack owners of the city of Ann Arbor, respectfully petitioning your Honorable Body to repeal the ordinance relative to the license of hacks, busses and baggage wagons was received and referred to the Ordinance Committee. Aid. Taylor moved that we proceed to the canvass of the votes of the special election held April 27, 1891, of alderman in the Fourth Ward. Carried. Statement of votes given in the Fourth ward of the City of Ann Arbor, County of Washtenaw and State of Michigan, for the office of Alderman, (to fill vacancy), at a special election in said City of Ann Arbor, on Monday the 2 7th day of April, in the year One Thousand, Eight Hundred and Ninety-One. The whole number of votes given was Two Hundred and Fifty-Two 252 And they weregiven for the following persons: C. Frank O'Hearn received One Hundred and FortyNine votes 149 Reuben Kempf received One Hundred and Three votes 103 Total 252 STATE OF MICHIGAN, I COUNTY OF WASHTESAW. f We do hereby certify that the foregoing is a correct statement of the votes given in the Fourth ward of the City of Ann Arbor, County of Washtenaw and State of Michigan for the office of alderman, (to fill vacancy), at a special election, held in said City of Ann Arbor, on the 2 7th day of April in the year One Thousand, Eight Hundred and Ninety-One. In witness whereof we have hereunto set our hands in duplicate at Ann Arbor in said County and State, this 27th day of April, A. D. 1891. Seward Cramer, A. P. Fekguson, Alderman. By Alderman Ferguson: Whereas, and it appearing from the returns of the inspectors of the special election, this day held in the Fourth ward of this city, that C.' Frank O'Hearn received a majority of the votes cast at said election for the office of alderman. Therefore Resolved, That C. Frank O'Hearn he and he is hereby declared to have been duly elected to the office of Alderman from the Fourth ward of this City, to fill the vacancy caused by the resignation of William J. Miller. Carried. C. Frank O'Hearn was sworn in, took hisseat and participated in the further deliberations of the Council. The bond of William J. The constable bond of Thomas F. Leonard,[principal, and Philip Bach, ind Ezra B. Norris, sureties. The constable bond of Rudolph G. Kern, principal, August Herz and Ernest Rehberg, sureties. The constable bond of Henry Marsh, principal, and A. F. Martin and Charles H Worden, sureties. Were all read. Aid. Hall moved that the bonds be accepted and approved. Carried. BONDS. Martin moved that the report of the bond committee be accepted and adopted and the bonds approved. Carried. To the Common Council : Your committee appointed for the purpose of receiving bids for the printing of the proceedings of the Council and the Board of Public Works, has the following to submit: The Washtenaw Times offers to do the printing according to the specifications, for 22 cents per thousand ems; the Register for 38 cents, and Argus and Courier in combination for 20 cents for each paper. We recommend that the offer of J. E. Beal and S. W. Beakes, to print the official proceedings in the Argus for 20 cents per 1,000 ems and in the Courier for 20 cents per 1,000 ems be accepted. Respectfully submitted, E. G. Mann, Louis P. Hall, Walter L. Taylor. By Aid. Mann: Resolved, that the report of the offer of the committee be accepted and the offer S. W. Beakes and J. E. Beal to print the proceedings in the Argus and the Courier for 20 cents per 1,000 ems for each paper be accepted. Yeas - Aid. Mann, Wines, Herz, Allmendinger, Fillmore, O'Hearn, Ferguson, Taylor, Rehberg, Hall, Kitson and Pres. Cooléy - 12. Nays - Aid. Martin - 1. Aid. Kitson moved that the communication of the A. A. Street Railway Company be now taken from the table. Carried. Aid. Mann moved that the communication be received and placed on file. Carried. By Aid. Wines: Resolved, That the ordinance presented by the Ann Arbor Street Railway Company be referred to the Ordinance Committee. Yeas- Aid. Mann, Wines, Herz, Martin, Allmendinger, Fillmore, O'Hearn, Ferguson, Taylor, Rehberg, Hall. Kitson, and President Cooley - 13. Nays - None. By Aid. Mann: Resolved, That the city clerk notify the banks and receive bids for the city deposits and charges for overdrafts, and present the same to the council, on the first Monday in May. Carried. By Aid. Mann: Resolved, That the sum of fifty dollars be appropriated from the contingent fund to purchase a suitable desk and office chairs for the city clerk's office. Yeas - Aid. Mann, Wines, Herz, Martin, Allmendinger, Fillmore, O'Hearn, Ferguson, Taylor, Rehberg, Hall, Kitson and President Cooley - 13. Nays - None. By Aid. Martin. Resolved, That J. R. Miner be appointed to examine the books o: the City Treasurer and Clerk at i cost not to exceed twenty-five dol lars and make a report to this council. Yeas - Aid. Mann, Wines, Herz Martin, Allmendinger, Fillmore O'Hearn, Ferguson, Taylor, Reh berg, Hall, Kitson and Presideni Cooley - 13. Nays - None. By Aid. Martin : Resolved, That the salaries oí the follovving offieers be filed at the following prices for the coming year: City Clerk, $800; City Attorney, $300; City Treasurer, $100 City Marshal, $780; Patrolman, $600 the same to be payable monthly. Yeas - Aid. Mann, Wines, Herz. Martin, Allmendinger, Fillmore. O'Hearn, Ferguson, Taylor, Rehberg, Hall, Kitson and Presiden! Cooley - 13. Nays - None. By Aid. Martin: Resolved, That the communication of the Fire Commissioners ir regard to L. Gruner, Cheever and Treadwell building two frame buildings on the corner of Main and William streets be granted. Carried. Pres. Cooley, after some remarks made the following appointments oi standing committees for the year. Finance - Mann, Hall, Herz. Ordinance - Martin, Wines Taylor.
