No Minimum Scale
Chicago, May 20.- The World's fair directory refused alniost unaniínously last nUrht to grant the minimum scale asked by the labor unions. The grounds of the rejection are that it was interference with contractors that was not justiliable; that the board cannot legally concede the point; that the by-laws require' contracta to be given out aLter open cooipetition; that the proposition could not be legally enforced, and that the board cannot enter into new experiments.
