Washington-, Dec. 18 -Congres Culberson of j t xas is to malee reputation as a decliner. Last Octobe eclined a tender of a place orí th Inter-State Commerce commission to sdoceed Gen. llragg of Alabam. The three most likely men now mentioned are ex-Congressman Clements of (ieorg-ia. ex-(ov. l'orter of Tennessee. and ,Indge Ljndav of Kentucky. The deelmation of Cuiberson will not, affect the clnmces of the candidates who want so suceeed Commissioner Cooley. T3iis choiee will be made frorn west of the Mississippi, and the President's mind is poised pretty evenly between his old collegemate, Jiidge McDill of bwa, and Judg-e Lambertson of Sehviiska. Hut if he throwsthe DemoTatie appointment east of the Missis sippi and north as far as Teïmess e he svill have a. chance to go as far southwest as Cansas. Telegrama sig-ned by all the State officers have been coming in to-day urging1 the sèlecüon of ex-Gov. Goorge ï. Anthony of that State, flow far the opposition of ■Col. D. R. Anthony of Leavenworth to his kinsman's appointment will count no one knows. The idea is that if Gov. Anthony is not named it will be because else has strong-er claims.
