In speaking of the appoiutment, Governor Humphrey said: "None of the charges brought aga Perkins was sustained, and he was evidently stronger with the people than any other applicant. He was re-elected in 1884, 1888 and 188S but in 1890 was defeated by B. H. Clover, the Alliance candidate.
