Will Not Prosecute Soper

Jan. 4. - Prosecuting Attorney Prosser, of Ingham county, who was v member of the committee that investigated the charges of malfeasance against ex-Secretary of State Soper, anuounces that he will not prosecute the disgraced official, as there is no chance of securing a conviction. The evidence shows that Soper tried to secure illegal emoluments, but there is no proof that he succeeded.
