To the Honorable the Cornmon Council: Qentlemen:- August 30th uit., I had the honor to address to the Board of Health a communication urging immediate attention to the sanitary condition of the city and advising prompt rad decisive precautionary measures to ward off the threatening approach of Asiatic cholera. The communication was as follows: City of Ann Arbor, ) Mayor's Office, Aug. 30, 1893. S To the Honorable the Board of Health of said City: Gentlemen:- It seems to me that it is imperatirely necessary that your honorable board take immediate and if necessary summary proceedings to place our city in proper sanitary condition to ward off the scourge of Asiatic cholera which now menaces the land. Almost any morning we may read of cholera making its appearance upon the Atlantic seaboard. And then it will be only a question of days for it to reach the great distributing centers of the northwest to be carried from thence along the arteries of travel to the cities and towns which invite its devastating presence. So far as human wisdom and approved sanitary precautiou can protect our beautif ui city, it is our duty as officials and good citizens and lovers of our fellow men to exert ourselves to the utmost limit of our authority, to protect the precious lives, committed, in a degree at least, to our official keeping. Permit me, therefore, to suggest that you inaugúrate a house to house inspection of the city's sanitary condition, noting particularly the cesspools, drains, closets, ponds, alleys, gutters, etc, and demanding and enforcing the proper cleansing and disinfecting, or even destruction and eradication of all things and conditions which menace the public health and safety. Prompt municipal and domestic precaution now will cause the disease if it reaches us to f all upon stenle soil. It is said that previous epidemics of cholera have been most virulent in undrained and filthy cities and those with a polluted water supply. It is possible that the peculiar soil upon which our city rests and its natural drainage will afford us some immunities from noxious exhalations, far beyond those of other unsewered cities of our class. But it is not possible that iilth and polluted water will be any different in their daugerous character in Ann Arbor than in any of our sister cities. Therefore, while I urge upon your honorable board and upon our municipal authorities generally prompt and decisive and harmonious efforts to minimize our danger, I am remmded that our labors will avail but little unless the citizens theniselves assist by such vvise and provident domestic precautions as your honorable body may see lit to recommend and which sanitarians have approved. It can do no harm at least, to bon all suspected water used for drinking and culinary purposes, to prepare and liberally apply disinfectant solutions to closets and gutters and to cleanse and purify wherever offensive odors betray the germs of disease. Let us remeuiber that "cholera is not caused by fear," neither is it to be apprehended from any particular article of diet alone, but from the germs which directly or indirectly spread from the person or persons infected. Let us sterilize the soil upon which these germs will seek to flnd a resting place. Let us hope that God's mercy will avert from our shores "this pestilence which walketh in darkness and this destruction which waste that noonday." Respectfully, Wm. G. Doty, Mayor. Upon consultation with the President of the Board of Health I am informed that the Board is somewhat enibarrassed by lack of funds for the proper prosecution of sanitary As the present emergency will no admit of delay, it is my opinión that the Board ought to be authorized to appoint a sufficient number of competent men to undertake a house to house inspection under the dirección of the Board, that the purchase of disinfectants be authorized, and generally that the Board of Health be authorized and directed to take all necessary and proper proceedings to place the city in good sanitary condition. I sincerely hope that your honorable body will authorize Board of Health to make such necessary expenditures as wi.'l accomplish the foregoing object. It is also to be hoped the various departments and oflicials of the city government will co-operate for the sanitary inspection and purilication of the city. Respectfully, Wm. G. Doty, Mayor. To the Common Council: We respectfully recommend and ask for an appropriation of $75 00 for the grading of Felch street, at the new culvert over mili race. By order of the Board of Public Works. V. Jacobs and eight others, residents and property holders on Clark and Catherine streets, Fourth ward, city of Ann Arbor, asking that sidewalks be ordered built on the west side of Clark street, from Ann to Catherine streets, and on the south side of Catheriue street, from Clark to Thirteenth streets. Accepted and referred to the Committee on Sidewalks. A petition signed by J . C. Preston and ten others, residents and property holders on W. Iluron street, city of Ann Arbor, asking that sidewalks be ordered built on the north and south sides of W. Huron street, also asking for the erection of two more electric ights west of Seventh street. Accepted and that part as to sidewalks referred to the Committee on Sidewalks and that part asking for lights ref erred to the Committee on Lighting. A petition signed by Louis P. Hall ind twenty others, residents and property holders of the Sixth ward, isking for au electric light on the corner of Olivia avenue and Hill street. To the Common Council: Your Committee on Lighting, to whom was referred the petitions asking forelectric light on the corner of Main and Catherine streets, on corner of Gott and Summit streets. on the corner of Brooks and Summit streets, on pring street, half way between Snmniit and, Chubb streets, on Geddes ivenue, on the corner of ilill street, on East University avenue, corner of Ilill street, respectfully report that they risited the difl'erent localities on Tuesjay evening, August 23rd, in a body, fully inspected the same and would recommend the following, namely: That the petition for light on corner of Main and Catherine streets be deïied for the reason that there is on all four corners one block away a light and by putting the light on the corner of Fourth avenue and Catherine street on a pole 60 feet it would light that jpity well. That the petition for light on corner of Gott and Summit streets be granted and the light located on the northwest corner of Gott and Summit streets on a 60foot pole. That the petition for light on corner of Brooks and Summit streets be deDied. That the petition for light on Spring street be denied, and light on corner of Summit and Spring streets be raised 12 feet. That the petition for light on Geddes avenue, corner of Hill street, be granted, said light be placed on a 60 ootpole, and that light on Geddes ireime, in front of A. F. Martin's residence, be also placed on a 60 foot pole. That the petition for a light on corner of East University avenue and Hill street be denied, and a light be placed on the corner of Hill street and Forest avenue, said light be placed on a 60 foot pole, and that the light at the iatersection of Hill and Ingalls streets be placed on a 60 foot pole. Your committee noticed in driving over the city that there were many loealities where the lights were toö kw, the heavy foliage preventing the streets from receiving the, f uil benefit of the lights.
