A Boston philanthropist, who is Dbliged to ride n a smoking car occasionally, has expreRsed his intentionof íeaving a fund for the assistance of those vvho smoke and yet are too poor to buy good tobáceo. Ilis purpose is to raise the standard oí the weed used .n public places. We doubt, however, tvhether he wouid succeed in this object. The real problem is not the man who is unable to buy good tobáceo, but the man who won't.
