IjAnsing, May 10.- The senate committee which bas been investigating the affaire of the state prison submitted a voluminous report recommendiuK a general revisión of the prison rules. Bills were passed making Taborday a legal holiday: requiring trolley wires tobe strung at a height of at least 20 feet: requiring persons to have resided in their respective counties before being eligióle to appointment as deputy sherifis. thus prohibiting the importation of Pinkertou men, and establishing a Saturday half-holiday for banKs. The elections comraittee reponed favorably on a bül allowtng the use of any voting machine in municipal elections, and the committeeon state affairs reported without recommendation the house bil'. estAblishing &n asylum for the insane in the upper península. LÁnsing, May 12.- The general tax biU. upon whicli the senate has spent nearly two weeks' time during the session, was taken up and passed by that body. It proposes a return to the state system of collecting delinquent taxes and annihilates the most important features of the tax law of 1891. By concurrent resolution the senate authorized the attornej general and commissioner of railways to commence proceedings against the Lake Shore tt Michigan Southern Railwaycompany in order to test the validity of the law of 1891 repealing the special charter of the company and placing it under the operations of the general railroad law, by which the company's taxes were greatly increascd. The congressional apportionment bill was made the special order in the house for Tuesday.
