COUKCIL CHAMBEK, ! ANN Akbok, November 20, 189S. f Kegular session. Called to order by Pres. Watts. Koll called. Quorum present. Absent. Aid. Herz- 1. On motions of Aid. Kitson, the Council resolved itself into a Board of Review, to consider the certifícate of the Board of Public Works, relating to the grading and construction of sidewalks within the city, at the expense of the Street Fund. On motion President Watts was elected chairman. After considering the same, it being made to appear that due notice of his meeting having been given, Aid. Citson offered the following resolutions: Wliereas, This day having been assigned, by continuance, for the hearing and determinance of the truth of the certifícate of the Board of Public Works, relative to the grading, construction and repair of sidewalks adjacent to private property at the expense of the Street Fund for the year ending on the tliird Monday of October, 1893, and due notice having been given, and all persons having been heard, and due consideration having been had, and it appearing to this council, sitting as a Board of Be view that the said certificate is in all thingstrue; therefore Resolved, And this Board of Review do hereby certii'y the said certificate with our aetermination as aforesaid to tüe Common Council. Adopted asfollows: Yeas- Aid. Sehairer, "Wagner, Martin, Snow, Wood, O'Mara, Ferguson, Taylor, Manly, Prettyman, Kitson and Watts- 12. Nays- None. On motion of Aid. Manly the Board of Review adjourned. TLe council then reassembled and the following business was transacted. The journal of the last session approved. PETITIONS ATD COMMUNICATIONS. To the Common Council: The Board of Public Works beg leave to submit the following report ol its doings in the matter of bids foi sevver manholes and covers for the main sewer; the board caused notice of the city's wants to be published in the Ann Arbor Argus and also to be distributed arnong well knowu manufacturers and fouuders, and as a result had four bids of responsible parties, all of which are submitted here with. All things considered we recommend that the bid of the Ann Arbor Engine and Boiler Works be accepted, and that a contract be made with such company at their bid, $6.50 per manhole complete, all of which is respectfully submitted. To the Comrnon Council: The Board of Fire Commissioners bpg leavñ to submit the following in the matter of bids for 500 feet of cotton tire lióse. ïlie board caused notice of the city's wants to be published in the Arm Arbor Argus and also distributed said notices aruong well known producers and dealers in fire hose; and as a result, on the day set for closing such offer, had five bids of responsiblf parties, all of which bids are submitted herewith. Each bid was accompanied by sample of hose proposed to be delivered. We recommend that 500 feet of "Paragon" cotton fire hose be purchased f rom H. D. Edwards & Co., of Detroit, at their bid, 80 cents per foot, with automatic coupling, hose to be in 50 feet lengths. By Order of Board of Fire Commissioners. William J. Miller, Clerk. To tlie Common Council of tlie City of Ann Arbor: I hereby certify that the pressure gauge at Engine House has registered not less than 65 lbs. at any time since Nov. 6th, the date of last report. A communication of Clay Greene was read, relative to some contentions between the Office Building Committee and the said Clay Greene, as to closet connections with cesspools. Keceived and placed on file. ORDINANCES. Second reading by sections of "An Ordinance Relative to the closing of Saloons, Bars in Restaurants and Elsewhere." REPORT OF BOND C05IMITTEE. Aid. Prettynian, chairman of Committee on Bonds, would respectfully report that they have examined the Bond of Marshal Wheeler; and would recommend its acceptauce with the surety naraed. On motion of Aid. Manly the bond was accepted and approved. UNFINISHED BUSINESS. The amendment to Rule 18 offered at the last session by Pres. Watts was read by the Clerk: That Rule 18 be amended so as to read, "All reports of committees shall bein writing, unlessotherwise ordered, and signed by a majority of the committee, except in the case of a minority report. When specific action is recornmended. such recommendations shall be adopted by the Council by the adoption of the report. The report of a committee shall be before the Council for adoption without motion, after having been read." Adopted as follows: Yeas- Aid. Resolved, That fifteen dollars be appropriated f rom the contingent fund to pay Clay Greenerfor cesspool and to be puid to said Green e as soon as cesspool is completed and connections made. Adopted as follows: Yeas- Aid. Snow, Wood, O'Mara, Ifijïuson, Manly, Prettyman, Pies! „fys-W.Schairèr.Wagner.Martin. Taylor, Kitson- 5. By Aid. Martin: Whereas, The bids for the furnishing of man-holes and covers having buen received by the Board of Public Works and reported to this Ceuncil with a recommendation that the bid of theAnn Arbor Engine & Boiler Works be aceepted, and having been duly considered, therefore Resolved, That the bid and offer of The Ann Arbor Engine & Boiler Works, to furnish man-holes and covers for the main eewer, at $6 50 per man-hole and cover complete, subject to inspection, in all things according to sample furnished and bid made, be and the same is hereby aceepted, and the Board of Public Works are hereby iustructed to cause a contract tobe executed and exchangeel with the Ann Arbor Engine & Boiler Works. Adopted as follows: Yeas - Aid. Schairer, Wagner, Martin, Snow, Wood, O'Mara, Ferguson, Tnyloi Manly, Prettyman, Kitson, Pres. Watts- 12. Nays - None. Bv Aid. Kitson: Resolved, And it is hereby ordered that the several suma of tnoney paid, laid out, and expended for the grading, construction and repair of sidewalks in front of and adjacent to private property, in the city of Ann Albor, for the year ending on the third Monday of October, 1893, as set down on and contained in the certiflcate of the same to this Common Council by the Board of Review, with ten per cent, thereof added thereto, be and the same are hereby assessed and levied on and against the several lots or parts of lots, in front of or adjacent to wbich the said sidewalks were respectfully graded, constructed and repaired,aa appears in and by the said certifícate, and the said assessment is hereby duly ceitified to the city assessor, and the said city assessor is hereby directed to assess the said several surns of money, with ten per cent. thereof added thereto on and I against the said several pareéis of lands mentioned in the said certiflcate, pursuant to the Charter and Ordinances, in such case made and provided. lt is further ordered that tbe City Clerk do eertify this order and resolution to the city assessor. By Alderman O'Mara: Whereas, The bids for the furnishng of Five hundred feet cotton fire lose having been reeeived by the 3oard of Fire Commissioners and reorted to this Council with a recomnendation that the bid of II. D. Ldvards & Company be accepted, and ïaving been duly considered; there'ore, Resolved, That the bid and offer of 3. D. Edwards & Co., of Detroit, Wiohigan, to furnish iive hundred feet )f Paragon rubber lined cotton fire ïose at their bid at Eighty cents per "oot, f. o. b. cars at Ann Arbor, subect to inspection, in all things accordnst to sample furnished and bid made, je and the same is liereby accepted, md the Board of Fire Commissioners ire hereby instructed to cause a con ract to be executed and exchanged with said II. L. Edwards & Co. Adopted as follows: Yeas - Aid. Schairer, Wagner, Martin, Snow, Wood, O'Mara, Ferguson, Faylor, Frettyman, Kitson, and Presdent Watts- 12. Nays - None. Aid. Manly moved that the Offices Building Committee do proceed at jnce with putting the new offices ready for occupancy, and the Clerk do ?ive a list of suitable persons for janitor with their prices for such services at our next meeting. Adopted as follows: Yeas - Aid. Wagner, Martin, Snow, Wood, O'Mara, Taylor, Manly, Frettyman and President Watts - 9. Nays - Aid. Schairer, Ferguson, and Kitson- 3. On motion the Council adjourned.
