Washington, March 8. - An exciting and interesting debate was precipitated in the senate Wednesday by Mr. Harria' motion for the second reading of the seigniorage bilí. This was opposed by Mr. Sherinan, who moved its reference to the fluaiice cornmittee and in the coiarse of a atrong speech in opposition to the bilí, said that its object was to divert a trust fund from its legitímate purpose - a thing which in Ohio would be a pententiary oifense. His motion was defeated, however, and the bill taken np as unfinished business, and almost before anyone was aware of what had happened it passed its third reading and was on the point of passing the senate. Then its opponents recovered frorn their surprise and endeavored to prevent its passage, and on request of Senator Shernian it went over untü today. In the morning hoür Mr. Morgan introduced a resolution calling on the president for information as to the oceupancy of Bluefields, Nicaragua, by the British. This was agreed to. The house bill appropriating 45,000 for saving the Kearsarge was also passed, as did the bill permittiug General O. O. Howard to accept froni the French government the decoration of commander of the Legión of Honor.
