Washington, July 19.- The proceedingíof the fnll tarifl: conference yesterday were botli brief and forma), consisting merely of a statement by Voorhees to the effect j that the Democratie members of the conI ference had found thenaselves, after an other effort, unable to find common grounc to stand upon, and had decided to recom mend a report for a general disagreeinen upon the bilí as a whole. There was nc discussion. The house Democratie mem bers indicated- though not by a forma vote- that they should elect to stand bj the house bilí, while the senators- Demo cratic and Kepublican- voted uot to recede from the señare ninendments. Disagreement Kcport in the House. Chair'iiau Wilson met Speaker Cris; and niembers of tbe house committee on rules as soon as the couference adjourned. When the couference closed Wilson said he would not report the disagreeinentuntil today. As a result of the conference between Wilson and the speaker the committee on rules agreedou a prognimme for handliug the tarifï disagreement when ifc was reported to tbe house. Wilson made a brief verbsl report as soon as the house conveued today. Catchings, from the committee on rules, thereupon presented a special rule allowing two hours for debate, at the end of which time a vote will be taken on again sendinsr the bill to conference. Keed says he advised a full debate, yet he has no objectiou to limiting it to two hours. Wilson and Keed will each control one hour. IMffered uu lïasic Matters. Ko purpose has been developed as yet tomove special instructions to the committee, as it is said an insistence on the house bill is all the instructions necessary. When the bill is again sent to conference there will be no change in tbe personnel of the house conferrees. A house Democratie member of the conference committee outlined to the Associated Press the lines of agreement and disagreement in tbe couference, summarized by schedules. It added little to the information on the situation. It simply showed that agreements were possible on most of the que3tions and that the schedules of disagreement which brought about the total disagreement were those covering sugar, metáis, iron ore and coal.
