David B. Hill's faruous phrase, "I am a Democrat, " with which he btsgan a famons campaign speech in Brooklyn some years ago, was suggested to him by a tipsy acquaintance named Charlie Fulton. Hill was walking his floor at Albany, cudgeliug his brains for an introduction to his coming speech. Between his hiccoughs Fulton exclaimed, "Dave, you go down to Brooklyn, raise your right arm and say, 'I am a Democrat. ' ' ' The suggestion was adopted
