It is proposed that the orgaumition shall embrace all classes of labor, except railway, and that it shall absorb tiie Kuinlitsof Labor and the Federation of L'ilior. Iu the nieantinis the American Railwny Union isto absorb the brotherhoods and other organizationsof railway employés.
