France Advised To Remain Neutral
I-AB1S, Aug. 9.- The Matin publishes a Ion j. article oa the relations of the European powers to China, Japan and Corea. The editor is most apprehensive of a covert atteinpt at overreaching on the part of Great Britain. After advising France to remain neutral as long as possible, he says: "If, however, any power except China and Japan seek to gain au advantage in Corea, France must hold in reserve the right to act so as to secure a similar advantage for herself. Ie would be necessary also to readjust the balance of power in case it should be destroyed by Great Britain occupying Port Haniilton or Russia occupying Port Lazareff .
