To Strengthen Canton River Forts

London, Aug. 9.- A dispatch from Hong Kougsays thattbe viceroy of Kwang Htung bas enlisted 5,000 blackflags with which to strengthen the garrisons of the Cantón river forts. In addition the viceroy has statioued four gunboats at Tiger ïalaud in the Cauton river and has laid mines at Foo Cbow and Tamsui. The viceroy has also closed the lighthouse oa j the southern toast. j
