Moxday, October 8, 1894. The Board of Supervisors for the County of Washtenaw met in the Supervisors' room in the Court House, in the city of Ann Arbor, in said county, on Monday the 8th day of October, A. D. 1894. The roll was called by the Clerk and the following Supervisors responded to their names, to-vit: Ann Arbor City: First Ward- John R. Min er. Second Ward- Eugene Oesterlin. Third Ward- John J. On motion the Board took a recess until 1:80 p. m. AI'TERXOON SEiION. The Board was called to order by Chairman pro temMiner. Roll called and quorum present. Mr. Forsyth moved that the Board proceed to ballot tor the election of a permanent Chairman. Carried. Messrs. Forsyth and Osborn were appointed tellers. First ballot- Whole numberof votes cast, 22, of which Thomas Young received 16 votes, John E. Miner received 5 votes, and M. F. Case received 1 vote. Mr. Thomas Young was declared duly elected, and Messrs. Ilunter and Whitaker ere appointed a cornmittee to escort the Chairman elect to the chair. On motion the Chairman was authorized to appoint the usual standing committees. On motion of Mr. Osborn, Mr. Edwards was elected Chairman pro tem. On motion the Board took a recess until tornorrow morning at 11 o'clock. Arthur Brown, Thomas Young, Clerk. Chairman. Tuesday, October 9, 1894. The Board of Supervisors met pureuant to adjournment. Mr. Case moved that the Board visit the County House on Friday next at 10 p. m., and that the several County Officers be invited to accompany said Board on said visit. Carried. On motion the Chair appointed Messrs. Miner and Osborn a committee of two to procure conveyances to convey the Board to the County House. Mr. Watkins moved that the rules adopted by the Board of Supervisors on the 13th day of October, 1884, be adopted to govern the proceedmgs of this Board. Carried. Mr. Forsyth moved that the Clerk be authorized to have printed a sufficient number of said rules for the use of the Board. Carried. On moiion the Board took a recess until 1:30 p. m. A.FTERNOON SEssion. The Board was called to order by the Chairman. The roll called and quorum present. Mr. Case olïered the follovving: Resolved, That the Committee on Printing is hereby directed to solicit bids from the several newspapers of this city for publishing the proceedings of this Board, and for furnishing 1,000 copies in pamphlet form, in English, for the use of the Board; said pamphlet to be ready for distribution not later than isov. 25th next. Mr. Forsyth moved to amend said resolntion by includingin said solicitation the uewspapers in the several cities in this county. Carried. The resolution as amended was then carried . Mr. Osborne moved that the basis of jqualization for the ensuing year be Sxed at twenty-iive million dollars. Darried. Mr. Oesterlin moved that the Comuittee on Printing be authorized to solicit bids from the several papers of ;his county for the publication of the jroceedings of this Board in the Gernan language. Carried. Mr. Hunter moved that Thursday ïext, at 2 o'clock p. m., be made a special hour for receiving the report of ;he Superintendents of the Poor. Caried. Mr. Scott moved that Wednesday ïext, at 2 o'clock p. na., be made a ipecial hour for the election of a memter of the Borrd of School Examiners. "arded. The special hour having arrived for the election of a member of the Board of School Examiners. Mr. Chas. Braun moved that all rules to the contrary be suspended, and that Wm. AV. AVedemeyer be elected to the office of School Examiners for the ensuing two year 8. Carried. Mr. Miner moved that a committee of three be appointed to examine and report to the Board the system of indexes known as Gott's index. Carried. Committee - Miner, Oesterlin and Watkins. Mr. Hunter moved that Messrs. Case and Osborn be appointed a committee to invite the several county officers to accompany the Board upon its visit to county house. Carried. Messrs. AVatkins, AValter and Osborn presented the following joint resolution : Resolved, That all sections or parts of sections of Act No. 2o of the Public Acts of 1893, prohibiting the spearing of any lish with or without artificial lights in ' the Raisan river of this county be hereby suspended for a period of 99 years from and after the passage of this resolution, which resolution was lost by the following vote, a two-thirds vote being Qecessary for the passage of said resolution. Clark and Bullis. Meeting called for the purpose of receiving a report of the Citv Engineer as to the true meaning of specifieatiou numbers 8, 55 and !)9. City Engineer Geo. F. Key submitted the following report on the subject: To the Honorable Board of Public Works : Gentlemen - At hearing held before uie on Oct. 25, 18;4, at 9 o'clock a. m., to consider the questionof wliat was the true meaning of sections 55 and 99 of the speeifications and to whether or not the contractor should put in the house eoimections as a part of the uiain contract and without extra pay therefor. Messrs. Stevenson, Beid & Co. by Mr. Keid, álso Herman Hutzel, the eontractors, also the Board of Public Works in the person of A. M. Clark, chairman, and Geo. W. Bullis, appeared befóre me and was heard on the above question. After the consideratiou of the matter, I, Geo. F. Key, hereby decide on the following, to-wit : I take it that the sections 55 and 9!) oí the specittcations whieh form a part of the contract have their foundation on section 2 of the Sewer Ordinance, and therefore my decisión is that the true meauing of speeifications is that the completed sewer under the contract and specifleations is the central sewer pipe and the extensions thereof to a point just within the curb-line, and that it is my further decisión that the house branches must be put in under the lmnp bid and without extra pay, till the amount of such branches shall reach at least one on each side of the central pipe in each GO feet.
