Washington, Deo. 10. - The president luis dransuiitted to the senate the ncw tre&ty with Japan. In everything except a elaiise dealiug with inimigration. the treaty is in no material particular different from our treaties with otlier countrics and both signatorics are to have the treatmcnt each to tho other accortled to the most favoréd nation" in the matters of pursnit of business, residence, protection of the laws, entry of vessels into ports (except in the case of threi; ports in Japan) and in all other matters generally involved in sueh troaties. There is ono thing in which the United States is given the advantago and that is a provisión in the protocol that says: "It is agreed by the contracting parties that one month after the exehange of ohe ralification oí the treaty of commerce and navigation signed this day, the import tariff now in operation in Japan in respect of goods and ruerchandise imported into Japan l)y citizens of the United States shall oeaee to be binding. " On the othcr hand, at the taking effect of the treaty tho extra-territorial rights herctofore accorded American consular courts shall cease, and American citizens churged with crime in Japan sliall be tried by the regular J apáñese "courts, thus recognizing Japan as a civilized nation, something she has long desireil. To cover the qucstion of iminigration the following article is containeil in the treaty: "It is, however, undcrstood that the stipularions containod in this and tho preceding article do not in any way affect the laws, ordinances and regulations with regard to trade, immigration of laboréis, pólice and public security which are in force pr which may hereafter be enacted in either of the two countrics." The treaty is to go into operation July IV, 1899, and remain in force twelveyears. It was Mgned Nov. 'i last and sent to the senate Dec. ti.
