Philaijklphia, Deu. 13.- The executive board of tho Knights of Labor has issued an explanatlon of the action of the gen. eral lussembly in excluding the miners' dolegates from the New Orleans convention. It sa.ys the only issue was whethei the delegates rcpresotitod an assembly ol the Knights of Labor or the United Mint Workers.and the general assembly decided that they representad the latter and that no deltigattw OOUld be adinittcd with divided ullugiance.
