St. Louis, Deo. 81.- The work of the conference oí thu national oominittee of the People's party with thu leading membera of tho rank and file has come to a fruition.. The national oominittee has submittod to the conference, as the result of its conslderation of the discussions of the conference, an uldress to the party and to the people. lts presentation was met by tho gathering with a shout tha' rang throngh the hall and the indorsoment ol the conference was given with a vigoróos viva voce vote. The address fol' lows: People's Party a Necessity. "The rapid increase of our vote in every part of the Union and the startling events of tho past two yoars vividly justify both the existenee, of and necessity for the People's party. The contention of the party that one of the great neods of this country has been and is an enlarged volume of circulatlng medium is now practically conceded by all parties and by thu government. The gold power and banking Interes ts are insisting through the president and his secretary that the enlarged issue of our uioney supply shall be given exclusively into the hands of the banks; that silver shall bo excludfd, all treasury notes retired and that gold alone shouki ie a lega! teneler, thus making tho monetary question an issue which must be met at once. "Yithin the present year tho corporations - grown arrogant because of thevust possossion-; of wealth and the exercise of unconstitutional powers - havo made war apon tho ieop!o anti Induced the federal cours to exercise in their Interest unusual anti arbitrary powers, induced the invasión of states by federal troops without tne request of either tho executives of said states or the legislaturas thereof, and are at this time, through a recreant administration and a truculont congress, attempting to clotüe the railroad corporations, by moans of a pooling bill, with power to furt er and more symtematicaliy rob, oppress and plunder the people; and having already deprived tho peoplo of access to the silvor mines of the country as in independent s uree of money supply, are now ia tüo interest of a banking eligarchy ondeavoring to doprivo thein ot the right to have their government, in the exercise of its constitucional power, issue the money of the nation and control its voluiue.
