Legislating For Wisconsin
Madison, Jan. 17. - In the senate a bilí was intróduced changing the composition and term of the members of the board of control that haí charge of the state charitable reformatory and penal iustitutions. The real object of the bill is to oust the present Democratie membors 80 as to aüow (Jovernor Upham to appoint a new board. Another senate bilí provides for a state bank examiner. The most important measures intróduced in the assem bly were thoso providing a constitutional amendment prohibiting the giving or using of any free passes, transportatlon or f ranking privileges; providing for a committee of arbitratiou consisting of a representativo of capital and one of labor and a third cliosen by the two who shall settle all disputes voLi:rred to them; for a non-partisau oommlsslon of seven members appointed by the govornor and the presiding olöcers of the two houses who shall make congressional and legislative apportionmentsjto protect tho dairy interests of the state; to make the season for hunting deer lrom Oct. 31 to Nov. ïü, and to promote good roads in the state.
