WAsniNGTON, Jan. 17.- After a debate covering a weck the senate voted down Hill's proposition to rcfer tho legality of the income tax to the courts, only Sve Benators joing with Hill in supporting tho proyosition. An amendment was adopted limiting tho questions tho tax offioers may ask and the appropriation was agreed to. The deflolenoj uppropriation bill was then passed. The vote on Hiü's amendment to the tleficiency bill was on sustaining the chnir which had declared it out of order. The only votes against the ohair were Dubois, Davis, Mitchell L Orogon, 1111, Quay and F'ettigrew. In the house McGann wantod to pass a esolution to increaso the pay of printers u the government office to 50 cents an our, but Sayers objected. Two conemned cannon were donated to Chelsea, Iich., and several bilis of no particular impórtanos wore passed. The ludían appiopriation bill was taken up and precipitated a long political argument on pretty near every subject on the list. No action was taken.
