Washington, Jan. 17. - In reply to a resolution by Senator Lodge, who wanted the facts relating So the alleged giving up by United States consuls in China of two alleged Japaneso studeuts, tho president has sent in a load, of oorrespondonce, oovering the whole matter, togelher with a letter from the secretary of state, in whioh it is stated that tho American consuls had no authority to. proteut Japanose in China, except so Lar a using their good oífices when occasion demandad. It was cloarly stated to Minister Denby by Minister of Foreign Affairs Matan that during the progress of the war Chinese subjects in Japan were to be in the direct jurisdiction of Japanose courts and military authorities, and that treafcy provisions to the contrary wero neoessariiy abrogated by the war situation. This of courso carried with It the status of Japanese subjects in China. The letter further states that Í there is scarcely any doubt tliat the ! posed students wo re spies.
