Washington, Keb .-The president yesterday onnouncod throngh tho secretary of state his decisión as arbitrator between Brazil and Argentina in cho boundary dispute between tlie two oountries over the Missiones territory. At 3 o'olock in the afternoon Baron Kio Branca, the special Brazilian envoy, with the membera of the comiuission and Señor Zeballos, the A rgontlne minister, who was elothod witli pecial functions as the representative of his government's (dallos, appeared at the state department and r.ceivud froui the hands of Öeoretary Greshiuñ a copy o( ihe president's decisión, whleh was favorable to Brazil. The document was quito long and mach of ili was given up to a recital of the provisions of tho treaty of Sept. 7, 1889, by which the two i;ountries agreed to submit the questions at issue to the arbitration of the president of tho United States and 8i.ated at length the exact measures to be termiuateil by the arbitrator.
