Today Paris, regarded as a fortified oentw, is an intreuohed carup, upon the margiu oí Nvhich are numerous new pertnauent forts. ïho circle formod by the line of these new forts, which are far cfutsido the forts of 1870, is about 85 miles in circumferunce, and it contains about 080 square miles, not more than oue-seventh of that area being bnilt over. It is a región nearly as large as Moninontbshiire, with a population of 3, 000, 000. ïhe smallest possible circuit to be ïormed aronnd it by an investing ariuy is 100 miles, so that at least 500,000 men actnally upon the spot would be rcqnireil to nndertake any serious operations tor rho reduction by siege of the French capital. In practice no fewer than 1,000,000 would be necossary. And fortified Paris, although so mach more extensive than it was in 1870, can uevertheless be defensively held at present by 350,000 men, while if 700,000, or even inore, were cal led for, they could without detriment to tho iiuld arinies be pvovided out of the 3,700,000 trainod soldiers whoiu Frauce now bas at her disposal.
