Accuses Organized Labor
New York, Fob. 18- Colonel Waring, ;he new street-cleaning commissioner, has lOtered some words which will undoubtedly bring down upon his liead tho wrath of U men identifled with the cause of organized labor. Goncerning the dclay in laylng the half-starved men who havo een shoveling snovv ho among other ihings said: "The fault lies entirely at the door of labor; of the only autocracy in our social organiza tion; of an ignoran t, cruel and hoartless conglorneration of debigning and - vvoli, blatherskites and their oolish dupes who have boen petted by sentimentalists and coddlod by politicians unf.il they assumo tho right to grind the aces uf tho poor and who make the ordinary workingman a slave. 'But for labor and lor the politicians' cowardice in the face of an organized vote these poor snow-shovelers could have worked foT contraoters, who would have done th(! city much better service than we have been able to render and for much less inonoy. Thoy would have received $1.50 per d;w Undcr the present plans, couutin time spent in coming repeatedly to pet their money, they have not received moro than 5J conts per day, and this is directly owing to the part that labor has played in legislation restrictinjf the rights of workingmen."
