The term has been partieularlv marked by the inability of thesenate and tlio house to agree upon any of the most important problems pre-ented by them. Congress met on ilie 4th of Decembor last with mu! itnperattve and yeren nial task, to frame and enai't the various appropriation bilis. Next in importance was the financia! question, for which no delinite plan of settlement beyond many tree silver bilis and various individual scbemes were thon in view. Several important bilis carne ever as a heritage from the preeeding: session. Foremost among them were, in the house, the Nicaragua canal bilí, the railroad pooling bill and the bill for the settlement of the indebtedness of the Union Paciflc railroads. sknne of the Bills That Iaileil. The Nicaragua canal project has not been able to secure a hearing in the house, although it passed the senute. The pooling bill was passsd by the house carly in the session, but the senate refused to consider it. titrong opposition to the Keilly bill was developed in the house and after very sharp debate it was recommitted to the eoinmittee without instructions. Then there were several legacies from the first session - the bankruptcy bill, the anti-option bill, the "pop-gun" tariff bilis to place sugar, coal, iron and barbed wire on the free list, are the most important - which are lelt over vet.
