Washington1, March 4. - Secretary I lisie has replied to the resolution of the house requesting the nauies of the soldiers of the late war dischargndfrom the public service in the treasury department since March 4, 1893, and caue in each case of dismisaal. The secretary euclosed a statement ixnd says it will be observed that there have been 135 remováis and 115 appointments and reinscatements between March 4, 1893, and the prosont time. Carlisle adds: "I do not recognize the right of the house of representativos to requiro the secretary of the treasury to state the ! reasons for making remováis, i ments or reinstatoments, but deem it j proper nevertheless, to say that all the changos shown were made for the purpose of promoting the efficiency of the i public service, and that in making : mováis no discriminación has been made against soldiers, while in making ippointments and reinstatoments preference i has been given to that class of applicants, due regard being had in oaeh case to their physical iind mental qualifications. "
