General Eobert E. Hemphill of Abbeville, S. C, in an address before the twenty-seventh annual convention of the N. A. W. S. A. at Atlanta, said: " 'I go for all sharing the privileges of government who assist in bearing its burdens. Consequeutly I go for admittiug all to the rights of suffrage who pay tases or bear arms, by no ineans exclnding the females.
