Washington, Márch 5. - L'he ncws of the assault 011 L Hung Chang caused a sensation in diplomatic circles in this city. Cases whore aa envoy of any kind has been assaulted in the country to which he is accredited are, rare, and those in whiuh a peace commissioncr is attacked 'are almost unheard of In modern days. The opinión here is that Japan will suffer greatly as a consequenee of the assault and that the position of China will be so strengthened that sho may be able to secure better terms cjf peace tlian she could otherwise llave hoped for. May Break Oft'the Negotiatioas. The incident may lead to the breakiug off of peace negotiations which were proceeding bo satisfactorily, or at least may postpone further action Ín this direction until Japan has guaranteed the safety of China's envoy and made proper reparation. No news of the attack on Li Hung Chang has beeu reoeived by the Japanese legation here and Minister Kurine was unwüling to discuss the ocourrence. The members of the legation realize that it Ís a serious matter. They say no one will deplore suoh an affair more than thd Jfipanese themselves. Chiueae Minister Not Talking. The Chinese legation reoeived prompt 'íotiiication of the matter. Minister Yang Yu did not care to diseuss the matter. Ie was statèd at the legation that it was not beiieved thnt it would lead to the total breaking ofif of the peace negotiations, although it inislic cause them to be interrupted íor a time.
