Tien Tsin, April 18.- An imperial edict lias been issued authorizing Li Hung Chang to sign the terms of peace in accordance with the Japanese ultimatum. The indemnity to be paicj by China, according to the edict, is 200,000,000 taels (a tael equals $1.33). The edict further authorizes Li Hung Chang to grant possession of Liao Lung península to the fortieth degree of latitude and the island of Formosa to the Japanese; also to consent to the opening of Pekin and four new ports to commerce and to glving the Japanese power to open cotton factories and other industries in China. Another imperial edict praats sick leave to the Viceroy of Cantón and orders hls retirement to his native province. The peace decree further provides that the import dues at the open ports shall not exceed 2 per cent.. Washington, April 17.- Secrelary Gresham has received a cablegram from Minister Dun, at Tokio, conflrming the signing of the peacë convention between China and Japan. The terms agreed upon are in conformity with those already published saving the amount of the indemnity, which was subsequently reduced, probably to an amount estimated to be sufficient to pay all of Japan's war expenses.
