London, April 18. - The St. James Gaïette, commenting upon the latest developments in the dispute between Great Britaln and Nicaragua, says: "There is a wonderful ignorance of diplomacy on the part of the American Journalists. Why should we want to bombard Greytown? If Nicaragua has been so foolish as to refuse to pay the indemnity whioh, with the knowledge of the United States, we demanded, we shall take such steps as the American government was perfectly aware of ?t the time of asking. The Monroe doctrine has been a doctrine for sixty-two years and has not been acted upon yet. When Great Brltain has serious " differences to settle with South American republics it will not be prevented from doing ko by anythmg but settled international law." New York, April 17. - A special dispatch from Washington says: "There was a conference at the state department last night by Secretary Greshs.m, Dr. Guzman, the Nicaraguas minister, and a number of Spanish-American represen iatives, ai)d although everyone present declines to state what occurred it is almost certain that some reply has been received here indicatingr Great Brltain'a next ptep toward securingr the indemnity demanded for the expulsión of the Brltish consul from Nicaragua. However, every official of the department has been ararned agfdnst divulging further informatiot with referenca to the Nicaraguan affair."
