SPRlNGFiELD, llis., May 9.- Frank H. Cooper, who was ordered lo be incarcerated in Sangauion county jail by the señale tor contempt, is in fact as free as any oitizen in the state of Illinois. In Cooper's pocket he carries a writ of habeas corpus, and the moment he is placed in jaü these papers will be füed in the circuit courc. O'Brieu and other senators havo received a big batch of petitions from Chicago asking them to insist on Cooper answering the questions propoumled. Cooper stands firm in nis refusal to answer questions and stated that he would go to jail bef ore giving the información suughc by the conxmittee.
