People -who have had plumbiiig Work done since rules governing plurubing were adopted by the city realize the necessity for careful inspection of such work. The inspection provided for in the plumbing rules is intended as a neoessary sanitary protection for the residents of the city. Too much care eaiinot be exercised when the interior of our homes are to be connected with the noisome gases of the sewer or cesspool to make sure that the flxtures and plumbing are so arrauged as to prevent daugerous gases frorn baoking up into our living rooms. If the plumbing is not properly executed, there rnay be more danger from sewer connection than froin none at all. Defective plumbing is always a menace to health. Through it the f oul vapors rising from the refuse of a city insidiously contamínate the atmosphere of the house and breed disease. By this means also contagious diseases may be spread from house to house and from locality to locality. Anything which concerns public health is of public interest and it is wise and proper for municipal authority to step in and by careful supervisión of each work protect the public from" this dauger. The inspecion is intened to insure the occupants of a dweiling connected with the sewer that the flxtures, traps, waste pipes, ventilating pipes and house sewer shall be constructed of such material and in such a manner that such plumbing will do its work efi'ectively without exposing thein to the dangers of sewer gas.
