COLUMBIA, July 11.- A largely-attended convention representlng the colored people of South Carolina is in progress here for the purpose of formulating a plan of aotion to be followed in the constitutional convention campaign which is now under way. The holding of the United States court of appeals, reversing the opiniĆ³n of Judge Goff in the registration case, is said to practleaĆ¼y disfranchiso ths negroes of the state, and their leaders are attvising emigration as the only escape from injustice and oppression.
