South Carolina Negroes In Council

COLUMBIA, July 11.- A largely-attended convention representlng the colored people of South Carolina is in progress here for the purpose of formulating a plan of aotion to be followed in the constitutional convention campaign which is now under way. The holding of the United States court of appeals, reversing the opinión of Judge Goff in the registration case, is said to practleaüy disfranchiso ths negroes of the state, and their leaders are attvising emigration as the only escape from injustice and oppression.
