Proportional Representation Conference

Saratoga, Aug. 29. - The proportional representation conference continued the consideration of a system of election. Papen were received froni Judge Wllllam M. Springer, of Illinois, and others. The conference adjourned after adopting an address and resolutions recommending the Swiss system of proportional representation, especially in municipal elections.
