New York, Sept. 5. - Robert E. Speor, secretary of the board of foreign missions of the Presbyterian church in the United States, has received a letter from Bev. I. W. Houston, of Nanking, China, dated July 18. The letter contains a copy of the proclamation issued by Li Hung Chang, the viceroy, which not only requires tho Chinese to refrain from molesting misslonarie, but speaks in terms of praise of the work done by them.
