Detroit, Oct. 3.- A novel proposition was injeetcd into the street railway situation by Mayor Pingree and tho new Detroit railway at a meeting of tho comrnon council. According to the scheme, the Detroit railway offers to lease f rom the city and opérate under its direction all the street railway lines in the city, provided the city ever obtains possession of the opposition companies' lines. Upon the termination of the (old) Citizens' company's franchises the Detroit company offers to opérate such of the old company's lines as the city may desira to retain upon the following terms: It will pay for the use of said tracks 3 per cent. per annum of the amount necessary for the purchase of said track. It will furnish all power and equipment and carry passengers at 3 cents apiece and sell tickets at forty for $1. The Detroit railw.iy further offers to opérate all its own lines upon the same terms, provided the city purchaso all the street coustruction.
