Washington, Oct. 3.- Ropresentative Livingston of Georgia, who is a strong friend of Venezuela, is in the city. He was the author of the resolution adopted by congress last session urging that the boundary dispute between Great Britain and Venezuela be arbitrated. After the adjournment of congress he visited Venezuela and was hailed as the best friend o{ that country. When asked what he thought of the situation he said: "Congress will take a hand. It will send a comniission of flve men to Venezuela to see whether Great Britain has any claim to that disputed territory, and if it appears that England is playing its usual land grabbing game the United States will see to it it does not override i weaker country and will compel it to let the Venezuelans alone. I do not know what the administration will do in thia matter, but I am certain of the attitude ol congress. ' '
