WASHINGTON, Ocu ï - Secrotary Lamont has issued an order detaüing General Miles to duty in Washington as general of the army and General Ruger, now on special duty in Washington, to command of the department. oí the east with headquarters in New York. In anfcicipation of the assignmcnt of General Milos to command the army at ! Washington, orders wero issued making some important changes in the officcrs of , the adjutant general's office. Colonel Tilomas F. Vincent, who has been Lieutenant General Schofielel's chief of staff, is relieved froni that duty and asslgned to duty in the office of the adjutant general in charge of the infonnation bureau. Colonel Samuel Beek, who has been Goneral Miles' adjutant general at New York, is ordered to Washington to flll tho place at headquarters vacated by General Vincent. Lieutenant Colonel Henry C. Corbin, who has been the ranking assistant adjutant general at the department, is transferred to New York, to become adjutant general of the department of the east.
