Washington, Oct. 24. - It is stated officially that Hon. Mnckenzie Bowell, premier of Canada, and Sir Charles Tupper, minister of justice iiv the Canadian cabinet, wijl arrive in Washington on Monday next to assist in the Bering sea conVention. The meetings of the convention will be held at the state department, Secretary Olney representing the United S'ates and Kir Julián Pauncefote, the British ambassador, representing her majesty's governmcnt. The two membor3 of the Canadian cabinet will act in an advisory capacity to Sir Julián. This will assure a stroug presentation of the British position. Sir Charles Tupper was minister of marine and üsheries at the time the C.mndian sealers wore seized by United States revenue cutters, and he has exhaustive information of the circumstances involved. Sir Julián and the Canadian premier also have had long experience with the question. So f ar as is known Mr. Olney will be unaided la conducting the American side of tho case. The Issnc Involved. Those most familiar with the American position are Messrs. Phelps of Vermont, Coudert and Carter of New York, -Senator Morgan and ex-Secretary of State Foster, but so far as is known none of them will be callcd into the oonvention. The issue involved is largoly ono of fact and not of law. The Paris tribunal held that tho Canadian sealers captured in Bering sea had a right to be thero, and that they. wore entitled to damages for the seizure. The sealers olaimed over $1,000,000, but this was scaled down to $473,000 by an agreement between the late Secrotary Gresham and Sir Julián Pauncefote. Congress refused to ratify the agreement, and it was asserted by Senator Morgan in the senatc and Representative Hitt in the house, that the amount was excessive. The coming convention will seek to reach ,i fair mode of adjustment. Under the Paris award some sum must bo paid by the United States, so that the only questiou involved is how mach that paymenc should be.
