Dundee, Scotland, Xov. IJ. - United States Ainbaseador Thomas F. Bayard was presented with tiie frecdom of this city by the civic authorities. In uccepting it he said that no duty was so grateful to hini as that of represent ing international comity between two great eiviiized peopie. He deslred to see a olear imclerstandiug betweon citizens of such countries. In time of peaco they should do everything possible Lor the good of each othei without self injury, and in time of wai they should do each other no more harm than was needful Lor their seU-respeut. During the afternoon Mr. Bayard openeil the fine art exhibition here, and in so doing referred to the cainolic character and rofining influenco of art, whloh was open freo to all and brought mankind within a cojnmon brotherhood.
