H , Dec. 25. - i'he overnor and cuuncil, in aocordanoë with an opinión rendered by Attorney General Eastman, to the effect that women cannot be constitutionally ttppointed notarles public in New Hampshire, have n:fused to grant the petition of Mrs. Mariüa M. Ricker, of Dover, tliü only woitian lawyer in tlie state, for such appointment. Up to the present time twelve women have beon made notarios in New Hampshire.
