WASHINGTON, Jan. 9.—Secretary Herbert, in reply to a senator resolution regarding the rebuilding of the historic frigate Constitution tells the senate that to rebuild her for a modern battery would cost $368,000, besides which the battery would cost $90,000. To rebuild her to serve for a historic relic would cost $280,000.
